this restarts the machine regardlessly of what any software believes to be the right thing at this time, and regardlessly of that this could actually also cause (logical, not physical) damage to the disk contents which might have been written down to disk when you pressed it.
also it will almost always reboot the machine, which might be perfectly what you wanted and could be the last way to do something else than staring at a crashed computer. (apart from pulling the AC plug)
